Reimbursing workers for health costs would be OK again under new bill

Small businesses would no longer face steep fines for reimbursing employees for their health care costs under legislation approved by a House committee Wednesday.

These types of employer payment plans are group health plans that don’t comply with the Affordable Care Act’s market reforms, according to the IRS. So employers who offer health reimbursement arrangements are subject to excise taxes of $100 a day per employee.
